Samuel Lugalia serves as the Chief Operating Officer (COO) at Hope at Work and currently serves as the Executive Director at Rays of Hope Community.
With over 14 years of experience in the human services field, Samuel has dedicated his career to supporting individuals with developmental disabilities through compassionate leadership, person-centered care, and quality program oversight.
Samuel brings extensive experience in program operations, staff supervision, compliance, crisis intervention, and service development across residential, day habilitation, and employment programs. He has successfully led multidisciplinary teams, implemented quality improvement initiatives, and ensured services meet state licensing and accreditation standards.
